I cannot find a link for an article I read explaining how these dry government reports serve the purpose of inserting an idea into the overton window region of acceptability for discussion. Supposing this is common knowledge among congress and the senior bureaucrats then one could reasonably ask whether this choice to not publish is active management of the overton window. This would be another facet of thought control by the government. When is it okay to say you live in a totalitarian state? Remember in the totalitarian regime you are required to believe, not merely do.
