No. It's part of their subliminal fear narrative. (I'm not going to argue whether space aliens exist or not here - I have my own views on the subject.) Deep state tosses it out as needed for misdirection and intimidation. Misdirection in that it gives conservative believers something to discuss in depth instead of dealing with real problems, and intimidation of everyone else through implication that certain governments have interaction and possible control over alien actions - so watch your step humans.
