Too many people already. Declining birthrate is a good thing.

not when the ones who are replicating are low-skill workers and high-crime associated demographics.

I don't necessarily disagree, but I'm fairly certain this is an intentional push to infertility. Philosophically which is the better choice. Making laws that every woman can only have 1 child so that each generation halves the amount of people until you get to your desired population. Or, instead, allowing a small group to force sterilize those they choose.
