Quite possible. Much depends on the responding officers and how they first write it up and then to the prosecutors.
Back middle of last year I was doing security watch as a volunteer at a church and next door at a recent house renovation by an investor three guys lined up on the back door in plain sight of myself and kicked in the door. At first I ignored the noise then started looking across and saw them literally kick in the door to enter. I should have taken out my cell phone and videoed the entire incident but I was just in a state of disbelief as it was in the middle of the day when things like that don't usually happen.
I called the dispatch and told them I was watching the entire time and gave them a moment by moment account of the three hoodlums doing the break in. Gave them a description and when they left they walked right by me as I was on the phone with police. Didn't even bother confronting me or glance at me. Walked by within touching distance.
Two cop cars with four cops arrived and I pointed to the houses the perps escaped to and described them. Cops only wanted all my details, my ID, and blah blah blah and never sent anyone to go knock on the doors I pointed out. Easiest arrest possible and there was another resident who came out of the house next door and witnessed it and the police didn't question that person either. Finally the cops said they had another call and rushed off to be replaced by three more cops of which, only one really wanted a description of the perps and seemed interested in the actual crime and went over to examine the busted door. Were the perps arrested? I have no idea. I also notified the invester and their real estate company.
That's nuts. Unfortunately it's what I've come to expect of most police. Friend of mine had a similar story: Some kids started smashing his car windows, so he called the guards (nearest station just down the road). They said they'd come down but never showed up. A few hours later same kids came back doing the same thing. Called the guards, we'll be there in a minute, never showed up.
Black kids? Right? While temp renting a room with a coworker in Virginia while on a subcontract at a nearby shipyard a black neighbor decided no one was there since the roomie was out and started busting through the windows on the door. Door is down a flight of stairs. I ran to the top of the stairs, saw what the noise was and knowing this guy was huge and violent I retrieved my shotgun. Came back and screamed "I have a gun". He wasn't impressed. I chambered a round and screamed the same thing. He's not impressed. I came half way down the stairs still screaming the same thing and he's still breaking the window and now has his hand inside trying to disengage the dead bolt. I take the safety off, take aim and scream, "I'm gonna blow your hand off!!!". He looks up and runs.
Adrenaline turns out to be a terrible drug. I staggered back up the stairs, laid down and almost passed out. Way too much stress for peace loving self. A few minutes later I hide the shotgun and call the cops. They show up, seem uninterested and when I tell them I know who this guy is and where he lives they say, "Well, we didn't see it and we can't go there without a warrant". They refuse to take action and leave.
I take the next day off and go to police station to see what action I can get and it's a total waste of time. Go to work the next day and the foreman says I'm fired because I took an unauthorized day off and wasn't actually sick. Excuse rejected. On to the next subcontract. I was packed up and loaded out that afternoon and on the road before the sun went down.
He didn't specify, but given the area they were likely white. Unfortunately this city is plagued with what I can only describe as white niggers and the government is fixing the situation by importing actual niggers.

That's nuts about your neighbour. Usually burglers are highly reluctant to break glass, and even more reluctant to invade an occupied home.
