Wasn't the point of this plane to be a stealth AWACS that works with the other cheaper fighters or bombers, not replace them? That ability to operate with a denied GPS system seems like something you would want to test early on. Other militaries with competent air defense systems have developed anti-satellite/GPS jamming capabilities to counter this exact threat.
