I'd suggest the numbers aren't fake. The test "standard" has been watered down over the years, yet remains an average for the given population. 75 of 100 groids being unable to meet the "average" is alarming, but not to be unexpected.
Yep, the standards just keep dropping to keep the averages around the same. If these blacks were given aptitude tests from the 1960s, they’d all fail. Many whites would too because they are being dragged down with the blacks in a search for “equality.”

Judging by my state's (Oklahoma) basic high school literacy and mathematics exam (eighth grade) it requires comprehension against language I find in children's novels. A pass is 65% or greater.
