Wind provides a small portion of power to the state. In Texas, most winter heating is provided by natural gas (60%-70+%). Texas has high temp summers with huge electric cooling demands.

With 100% certainty, wind turbines halting did not cause the outage. This was an engineered outage. It's simply not organically possible for winter electric loads to exceed summer demands. Which means something was engineered to ensure it did.
