You have to wonder, if they were forced to buy outside electricity, why didn’t they do that when they lacked electricity? I do believe it’s a separate grid too, but that may have changed.

From what I gather they couldn't buy outside electricity because they're not hooked up to it. Texas wanted to be independent from the federal government. So now they've got FEMA.
