Good find on the emergency order, except, I don't think that the order actually says what the "summary" above says it does/ If you read it, the shortages identified by the Texas agency were proposed by that agency to be solved by outside purchases which was approved by the DOE. No "punishment" in giving them what they asked for, except for a very powerfully spinning victim.
