I can't speak for all of Texas, but growing up there outages were rare, but nearly always hurricane related. And, recovery was usually quite quick. The only time I remember blackouts lasting more than 4 hours was when many of the workers went to Louisiana to help with recovery after Hurricane Katrina.
Too often opinions are made on the latest news cycle. You need to take a better look over a longer period. The Texas power grid has been quite a good example of free market over a long period. It has been stable (personal experience), prices have been low (see above), and it has updated with modern times with ease (see wind farms above).
Also, if you want your complaint to have more impact offer an improvement. (Hint: don't use California)
