They are charged. They have been arraigned abd bail set. They can't make bail, so they are locked up until trial.

You have to put up part of the bail. Basically someone else has to do it because its not like they let you take your credit card with you into the cell. And they aren't going to run to the ATM for you.
Or, they weren't offered bail.
Theres two situations here. There are those that can't even afford $100 for the down payment for a bail bond. There are those that screwed over bail bonds by not showing up so even bail bonds don't want to put up the money.
During the BLM riots, a lot of the niggers fit into the latter category, so the nigger politicians and nigger celebrities put up the money, knowing they were going to lose all of the bail.

That's fucked, so if you've got nobody to rely on you're screwed even if you have the money to pay bail.
