The damage done by salt and plows to roads is significant. There’s also the expense of buying plows, salt, operators, etc. For an area that never sees snow like Houston you really can’t justify spending 250 million dollars a year for equipment that is used once every five years. Why can’t they just close the roads when the weather gets bad?

Dallas/Texarkana is a different story, more frequent, but do the roads need to be accessible every single day? If you need that then buy a 4x4 and chains.

If anything they need to un-privatize power generation, that’s the train wreck.
