If it works like a virus to alter your DNA, wouldn't it just be easier to distribute it as an actual altered virus released into the wild? Since they have that capability, why bother with the expensive time consuming process of distributing it in a vaccine that suspicious people can purposefully avoid? Seems kind of stupid.

First of all, they might not have been able to get it to do what they want it to and still spread effectively on its own. Also, they might be afraid of a self-spreading virus infecting them. Creating a really harmful and virulent virus and releasing it into the world is a very, very dangerous gambit that can easily backfire spectacularly.
