I was told you can't have someone arrested for trespassing the first time they do it!
This is exactly how this works - when they are first caught, you have them 'trespassed' from the property - it is essentially legal notice that they may not return. It does work both ways - when you see 'state land - no trespassing', you have to be trespassed first to be trespassing. Basically, you can do what you want, so long as you don't get caught.
Is this more jewish 'lawyering' of the letter of the law vs spirit of the law? Maybe, but that is actually how trespass works. An 'unauthorized personnel will be shot' sign is far scarier than a 'no trespassing' sign.
