I have seen the body cam footage (or what was released online) and it is clear that Floyd was in medical trouble before a "knee was on his neck." He was complaining about not being able to breathe for minutes while being on his feet struggling with 4 officers. They tried to put him in a cruiser and he overpowered all four WHILE HANDCUFFED. He asked to be put on the ground, and then he died.

He was saying that he couldn't breathe even before officers touched him.
