Im far from a lawyer but if any sense was used in its crafting section 230 should protect a site that attempts to obey the law from what its users post.

Well thats what we have happening now. However some are immune no matter the reason while everyone else can go get fucked. 8chan for example had enough users to form their own state. The deeds of a few people is all it took for the site to be destroyed.
If we genuinely applied that standard to any major site or even a nation without exception I think its safe to say each one would be destroyed. It should take more than shitposting to cripple or destroy a site. Especially so when its hosted in a nation that claims to value liberty.

The question is how do we use it to help our side?
We dont. If not purely for the reason of personal standards then because to use such a tactic is in a sense to claim it has value. Thus claiming the endless nonsense that others perform is justified when they use the same tactic.
What one should do is inform people of the tactic, the desire to control and manipulate through it, and if you want mock it and those who use it.
Alternatively if you really want to use the tactic then do so in a way that devalues its potency while bringing attention to its existence. A bit like what people have done with the whole "Think of the children!" bit. Really this percent of a percent thing can be seen as just another form of the think of the children justification.
Unless done in a mocking manner using it is unlikely to have any good ultimate end results unless one simply wants to add to the destruction and chaos in the world until it collapses and can be rebuilt. Thats an unlikely event though.
