IPFS is a p2p meshnet that runs on top of IP. Peers have an assymetric encryption key identity, so their location on IP can be somewhat fluid. I don't see why this couldn't be extended to a general meshnet. It could probably be done without modification to IPFS sources, just IP bridges, and the p2p routing would take over from there. Just thinking out loud. I haven't read the sources in depth.
