Adjective of Comparative degree (better) is used to show the comparison between two persons or things.
The Grammar Nazi in me disdains this meme. Should be Better Korea, Worse Korea, as there are only two of them.
"Better" does not convey the degree of difference on display between the Koreas. One Korea is shiny and chrome, perfect in every way, while the other is a total schiffpit.
Amusingly, both koreas maintain that there is only one Korea. That + the already mentioned fun of trolling the grammarians is what spawned the meme.
