Could be they both carried the genes but only she showed them. While unlikely as that sounds this does appear to be a rare event.

But you would likely see a bunch more blue eyed in the population. Her eyes don't really look like normal blue eyes either, I wouldnt be surprised if this is something that is deleterious to the pigment in the eye, rather than just lack of it.
