Does a mayor have that kind of power? Were I a bar owner in NO I would open anyway. There's no LAW that says you can't open so they'd be hard pressed to use LAW ENFORCEMENT OFFICERS to intervene. They'd try but it would open them up to a lawsuit they'd likely lose.

Oklahoma, our bar owners successfully sued the Governors order on their 11pm shutdown order. He has now removed the order.
Only took a bunch of volunteer owners employees who took up the call when a lawyer announced his intent to represent a suit.
