How do you "skim" a video? Watch 30 seconds then skip ahead 10 minutes and repeat until the video is over?

To skim a video first skip the introduction, then skip ahead every few seconds until they get to the important bit, then watch that. Total recollection of the whole video isn't possible (unless you have a special memory) or necessary.
Ahh. Skimming an article makes sense to me.
I don't think skimming a video would really save much time, especially if a person is only jumping ahead "every few seconds".
