I was going to say this. They are being investigated for following the government's own stupid rules.

This is exactly how it was in the Soviet Union as well: Plant during frost? Sabotage, go to gulag! Don't plant during frost as told from central ministry 1000 miles away? Counter revolutionary, go to gulag!
