So they didn't actually observe her in the cage, and the cage wasn't even in the house. How the fuck is hair on a dog cage going to corroborate a story like that? In my house you can't walk 5 feet without having one of wife's hairs stuck to you. Something's fishy about this story. I'm more suspicious of social workers than I am of white trash parents.
