I was living in Milwaukee in 2020 which is basically a mini Chicago. The amount of cars driving around 3x the speed limit with out plates was staggering. Cops wouldn't case them though because its too dangerous to chase a 2 ton BMW going 90 down a 35. I no longer live there so problem soled.
