Banks would not exist, if there weren't people with the intent of controlling money as a concept. Multiple banks don't do much of anything that isn't also done by all banks.

In fact, that is literally the law. Once enough banks do something, it could be considered "industry practice". Any bank going against "accepted practice", could be considered in violation of regulations. Individual officers not toeing the line, could be considered to be engaged in misconduct.
