They frame things to elicit a favorable response because they are constantly planning ahead. It's sort of like the give an inch they take a mile principle that leads people to say global warming isn't real because faggots are using it as a weapon. You can't argue with someone who's pushing for a speed limit of 30km/h. They really want 40. 50 is fine. You just have to say no to those cowards.
You can see it on the macro level with news stations and different cities doing different lockdowns. They're probing to see how they can break people. It's not like every interaction is assimilated into the larger narrative, but you can be sure there are billions of dollars poured into monitoring all social media and forums for the best arguments, think tanks, AI and computer modelling, so they always stay a couple steps ahead, always have a better counterpoint, always have an array of micro and macro strategies for pushing whatever they want.
