I knew those were the statistics for literacy in Alberta but that was probably because their used to be so many rigger jobs that literacy wasn't a main priority. If rest of Canada is now the same way its got to be immigration. Officially, even during covid, they are importing 350000 a year. The unofficial number is closer to a million.
