Monero is specifically designed to hide individual transactions so buy/sell is effectively hidden like it is with physical cash. Makes enforcement more difficult and protects you from bad actors who might learn your holdings from selling you a coffee. With BTC it's almost mandatory to have different wallets for different quantities of spending, and to throw them away instead of refill them. You want to make it look like each wallet belongs to a different person, and if you're always refilling a little one from a big one, that can be detected to some degree of certainty. Important, cause if you're escaping then the bad guys will get you before the (also bad) government.

Then assuming it takes off it will be 1. banned 2. subverted (requiring some sort of monitoring at a semi-centralized source or through a man in the middle) 3. will have heavy criminal laws put and place and thoroughly patrolled and enforced 4. or its competition will be given effectively unlimited funds 5. or the government will pass laws that encourage bad behavior and bad faith actors to flourish while using it (think financialization and speculation e.x. derivitives and futures contracts, used to eventually destroy and discredit it or lack small time players out)
Etc.
The power to regulate is the power eventually exercised to destroy.
