Philadeplhia comes to mind, they banned bullet proof glass for small businesses. The kike businesses like banks and insurance were excluded of course. Then they increased bullet proof glass from half inch to one inch on the police cars. So the police and politicians and bankers have nice comfy blast proof joints, and everyone else can starve, die and get shot for all they care
