(9,000 / 10,000,000) * 100 == 900 / 10,000 == 9 / 100 == 0.09%

(9,000 / 500,000) * 100 == 900 / 500 == 1.8%

Damn it, I forgot to multiply by 100. I think it's because I'm used to excel doing that for you whenever you format a cell as a percentage.
