"Reluctant" implies I can be convinced.

I'm not reluctant to take the vaccine, I am adamantly refusing it. Anyone who trie to jab me with it is getting a bullet between the eyes.

I refused. I'm not interested and to me the " cure" is scarier than the 99.8 % chance I won't die from Covid if I caught it.

Only one person in my dept accepted the vaccine. But he's a 56 year old douche that listens to nothing but the most modern indie bands and talks about all the shitty craft beers he drinks.
