Paddock was an arms dealer (involved in Fast and Furious also) and moved guns to hotel for what he thought was a deal but was actually an ambush on some Saudi Royal family folks. Something went bad during the op and Paddock got patsy-ed. The shooting out the window was probably to cause chaos and cover for royals to make their escape. Certainly nowhere near the brass on the floor of the hotel to support how many rounds he was supposed to have shot. There were lockdowns and rolling gun fights throughout the Strip that night until after midnight. That last part was confirmed to me by someone I met who was at the concert.

MBS put his cousins and family and other conspirators on lockdown in a hotel a few hours after that incident.
There were many agencies involved, many helicopters were up that night and recorded, most of the shots were coming from choppers, as well as a rooftop extraction. All on video. And no one was arrested.
I suspect all of what you write is correct. In fact, I have almost no doubt about any of it other than the shots from the birds. I've seen lots of footage of flashes from the helos but they don't seem to be regular enough and at the right interval to be automatic or burst fire. Could be distortion via distance and desert heat?
Regardless, there's almost nothing about the LV shooting that is as it has been reported in the media. The media narrative is complete shameless fabrication.

I don't recall the exact details but they own the top few floors of that hotel, I think the prince was there at the time, and it appears another faction within the SRF had it in for him. I don't recall why. Probably someone fucked the wrong camel. The usual.
