I'd say make the colleges responsible for any losses incurred as a result of the loanholder not paying it. There would have to be some carefully thought out checks and balances (leaves the government out of this) because there will always be situations where it's not your fault you didn't pay - companies go titsup all the time - but if you're getting degrees in gender studies then you're probably not going to have a job in your "field" anyway.
I don't think we can do that retroactively, although it would serve the colleges right.
Banks or the colleges should be the ones making these loans. The whole system got fucked up royally when the government got involved (shocking I know!).
