Almost any country that isn't white will sell you citizenship, if you go through the right channels. Cyprus does this openly, so do many Caribbean states. Saudi Arabia did it for Epstein. Several African countries have "citizenship stores" where you walk in and they fraudulently make you a citizen in such a way that their current government cannot tell the difference.
