That's a great point. I will mention, however, as someone who has worked in a defense company that everyone was cheering when Trump was elected. The monetary floodgates got opened.
We probably do need upgrades and updates, but the power of the purse is with the House of Representatives. If you look at some of these awful programs (I'm looking at you F-25 program) they're spread out all over the place to give the senator/rep in question the ability to say 'look at what I'm doing for my constituency!'
It's a good sentiment, but words aren't actions.
