Pic below could be the diminished version of the man pictured in the pic above, with a different source light and camera lens

What I do notice is that the second pic seems to be flipped, somehow; the nose bump, near his eyes. In the first pic it's on the right, on the second pic it's on the left

But what about the ears? Ears are one of the sure fire ways of identifying people in photos. In the first photo the person has a low angle between the ear and the mastoid region while in the second photo the person has a much wider angle between the ear and the mastoid region. The differences in build are expected due to prison life, he could be loosing hid hair due to stress, even the eye fold could be explained. But ears do not change.

Ears? With those angles it's nearly impossible to tell for sure, on first pic you can barely see a fraction of an ear, it's all blurred, and the shot angle is way below the shot angle of the second pic, rendering the comparison borderline pointless

More pics are needed, with similar angles and lights, ideally

That is literally the point. If they stuck out to the side like in the second pic you would see more of them in the first pic.
