Then he has to dodge the first bullet, and only then, he can use karate kicks, to disarm the attacker. And if it fails, he can use his gun. But ONLY after firing 3 warning shots, first, so that's fair. That's progressive enough ... Again, in america there's a gun under every rock, and police officers have to deal with that reality.
