Because safeharbor isn't safeharbor anymore. The legal liability became too much. Too bad they can't remove BLM without the entire company becoming person non grata in silicon valley. It's great, they're fucking stuck between two bad options. Remove BLM and watch them burn down the FB HQ and go after its employees on every front, or leave it up and face the inevitable lawsuits from the victims of BLM for enabling burn loot murder.
