The article does not even try to claim that the Russians lied... only that they were the only ones to report it and it there fore must be dishonest reporting... despite them having video footage of their claims. They admit all this and simply assert that because the Russians reported it it must be a lie... only they don't call it a lie (because its not) they call it 'dishonest reporting'
