There have been rumours about SEEBRIG NATO force being used in police duties in Greece. Before that, there had been reports about riot control exercises along with local police forces. The use of excessive police force during massive protests against corruption was attributed to those forces. I don't think any official issued a statement to deny this so far.
So maybe this has been tested before and now we see a broader application?

Regardless if rumors are true or false or half of each, there are always small scale "tests"/test runs, before the broader application/before the real deal gets implemented
Maybe covid19, or rather the initial response to it, was one of those
Yeah I know, that's pretty broad/large scale for a test... Until you come across the real deal that completely dwarf covid19 crisis response in terms of scope and intensity
Maybe covid19 came as the right excuse for a test run, for already existing plans just waiting for an opportunity to get tested/implemented, maybe it's not entirely accidental nor intentional
What I do know for sure, is that "never let a serious crisis go to waste" is necessarily part of their playbook, because it has to
