A city runs its police department and other services; therefore, if there is so much ‘systemic racism’ in these organizations, why hasn’t it been corrected over so many years under Democratic leaders?

No police officer should EVER be training other officers unless the training officer has an exemplary and unblemished record. Officer Chauvin is said to have had several complaints against him for brutality and he is NOT the guy who should be setting the example for police trainees.

Well, that should destroy the charges of aiding and abetting 2nd degree murder. Of course they are going to follow Chauvin, they could still be fired at that point.

I can't speak on that specific department's policies, but the one I know of you go graduate from the academy, not get hired, go through training and still not get hired.
