It's a conservative estimate. After cost-overruns and weird fees and other nonsense, it probably ends up adding up to 300%, which is still considered 'affordable', and 'low-cost' by LA standards...

Agreed. The 200% figure is just a starting point for the graft. It will obviously expand from there.
