The point being that, it should be the same deal in any given country, only citizen are allowed to work in, the rest "can't", that's the general rule
Now the exception is that, as an employer you can hire a foreigner, and it's taxed to "render it even" so there's no point in hiring a foreigner because it's cheaper because it's not, it's more expensive eventually, and you have to justify/prove there's an actual local/national shortage of applicants for the job you're hiring for

Bottom line is to make sure hiring a foreigner becomes the exception, not the general rule, and hiring a foreigner has no competitive advantage for the employer, so if he still go for a foreigner(s), it's really because there's an actual lack of skills locally, not because it's just cheaper
And of course for illegal work you get crucified, so you don't do it, it's not worth it
