There has been a concerted effort to shift blame from the ccp to the local level like mayors or what ever the communists equivalent of state government is. I wouldn't be surprised if this was a set up to keep the blame focused at the local level.
Standard operating procedure for communist regimes. The shitbirds at the top always get off scot free while their underlings take the fall for whatever the party leaders say they get to take the fall for and are henceforth replaced by some "lucky" underling who in turn gets to assume the role of sacrificial lamb the next time a lamb needs sacrificing, but paid in extra perks that the regular peasants don't get.
Communism really helps bring out the worst in everyone. But we all obviously know that quite well, having had to tolerate the antics of democrats for some time now...
