They did get smacked down a few years back, the state jumped on them for exactly what I said. We had about 3 good years of uninterrupted power, then it started getting crappy again.

If you attend church, tell the ladies there and the pastor. Ask around about the problems with electricity, chances are good theres a lot of people that want to commiserate about it, and that creates agitation and incentive for them to join.
You get to a hundred people in your group (you dont have to tell me what the group is btw, we all like to remain anon on poal), and I'll tell you the exact means to grow it to 5000.
5k is the magical number that gets things done in most states.

Absolutely. Just a means to an end, unfortunately. Few things get done without a supporting group united politically.
So start hob knobbing and memeing, sharing relevant news with your new group, gathering opinions, or at least asking for them (drives participation), and ask-ask-ask people to join. Even if it's just to vent.
And let it go from there, no commitments necessary.
