I can't see this happening in the US until they figure out a way for the cars to recharge without a station. Otherwise they would never work in rural areas.

Special waivers and permits, so politicians, cops and government officials are never restricted. Farmers can get a temporary permit for $500 that allows them to use a petroleum powered vehicle with a GPS tracker connected to a new government body dedicated to tracking farm use of fuel.
