They wish for something like the decimation of the middle classes such that they are left as absolute rulers of a much diminished, but still vast, unwashed mass of peasants.
This plan relies on total control of all people, a global totalitarian government based on technocracy. Anyone who so much as thinks an independent thought would be crushed. It would be like 1984 on steroids.
