Two Mississippi men have been arrested after they allegedly attempted to scam the state lottery commission by gluing winning numbers onto a ticket. Odis Latham, 47, and Russell Sparks, 48, were charged Monday with uttering counterfeit instrument over $1,000 and conspiracy to commit felony.
