This came out a few weeks ago. If I recall, they passed a law there that required no more than 4 children per adult, essentially bankrupting the private daycare industry. So, some started operating illegally and this one got caught.

If you mean that "it's happening" in that the small businesses are being squeezed out, like has been going on for at least a hundred years now .... then I guess it is.
