If I remember correctly, my liberal sister used to live there. Evanston is a "yuppie" far left, well-to-do small city, next to Chicago, where everyone enjoys far left philosophy. It's so progressive that blacks are leaving it, since it cost too much to live there. Handing out gibs to attract more blacks is a solid clown world thing to do, though.
